Preheat oven to 350 degrees
In a large skillet, brown ground chuck , drain and then set aside.
Boil pasta until al dente. Once complete, drain , cover and set aside.
In the same skillet, melt butter over medium-low heat. Add the onions and green peppers. Cook, until the onions are tender, stirring occasionally.
Add browned ground chuck back to the vegetables
Add soup & water, mix & simmer for 10 minutes
Add 8 oz of cheddar cheese & mix.
Bake 350 degrees until hot & cheese melts
Add rest of cheddar cheese on top & bake until melts
